City of Winchester agrees to pay half the cost of a downtown speaker system. At the Tuesday night meeting of the City of Winchester Council, City Administrator Beth Rhoton explained that the Winchester Downtown group had approached her with a proposal to install a speaker system on the streetlights around the Square. Rhoton said that she and Abby Pickett with the Winchester Downtown Program had initially discussed a wireless sound system but realized that there were lines beneath the sidewalks that allowed for a more reliable hard wired system Rhoton said the group was asking the city to pay for half of the $23,070.93 cost that would be reduced once the proposal was changed to reflect the cost of wired speakers instead of wireless. Mayor Terry Harrell mentioned that he had attended the recent Winchester Holiday Open House and was very pleased with the turnout, calling it one of the best ever. “A sound system would certainly be an enhancement for events like that and others that are held on the Square,” Harrell said. The board voted unanimously to pay half the cost of a new system.
